Definition and Usage
The name attribute is an identification for the URL (web resource).
This attribute is used together with the "target" attribute in links to
specify which frame the link should be opened in. It can also be used for
scripting purposes.

- Must begin with a letter A-Z or a-z
- Can be followed by: letters (A-Za-z), digits (0-9), hyphens ("-"),
